1.

The Competitions committee will choose qualifying events. If through Force Majeure any of the qualifying event dates is altered or any event is cancelled, the promoters of the championship reserve the right to accept a change of date, cancel that particular round, substitute the event or alter the number of events which count. No additional events will be added to the championship. No alteration or addition may be made to these Regulations unless the panel of Stewards and the MSA agree. | |||||||||||||||||||

The club registration fee will be £50.00 per event. This will be payable in advance at the start of the year, and will be collected with the Club's annual subscription to the Association. If a Championship event is cancelled, the fee is forfeited. | |||||||||||||||||||

Only one Championship event will be held on any one date.. | |||||||||||||||||||

4.
|
There will be one overall Championship, with separate categories for:-
Team Award - Team entries of two cars per team will be accepted until close of signing-on of the fifth event, provided that the registration fee of £5 per crew has been paid. The award is subject to a minimum of 3 entries being received. The team members must remain the same throughout the year, and all events count; no scores need to be dropped. Awards will be presented to First Overall Driver & Navigator, as well as to Best Under 1400 Driver & Navigator. Second Place awards for Expert, Semi Expert & Novice class will be subject to a minimum of 10 registrations being received in that class and third place subject to a minimum of fifteen registrations. Major award winners will be expected to attend the Presentation Dinner. Team Awards - First overall only. (Four Awards). To be eligible for any award, a competitor must have completed at least 5 Championship Rounds. A competitor cannot win more than one major award. The final positions are calculated on the following basis: Overall Award, Under 1400, and then Class Awards. Any perpetual awards will remain the property of the W.A.M.C. and will be returned to the Championship Secretary or W.A.M.C. Officer on demand, and at the expense of the holder. Competitors are responsible for keeping these awards in good condition. The onus will be on competitors to prove that they are eligible for the class entered. Status at registration will apply for the whole of the year. Once registered, a competitor cannot opt out to assist a friend. |

ELIGIBLE VEHICLES- All vehicles must comply with MSA Regulations K22.1 to K22.5 | |||||||||||||||||||

UNDER 1400 cc - Any vehicle originally or now produced with a 1400 cc. engine or less, will be allowed. | |||||||||||||||||||

The W.A.M.C. has appointed Series Scrutineers who will act as "Judge of Fact" as to compliance with both the letter and spirit of the definitions and specifications in regulation 7. The cost of which will be borne by the individual events. Competitors are advised that scrutineers may check the eligibility of any vehicle at any event. Therefore, competitors must provide a method of sealing the engine, if they do not wish to be checked for cubic capacity until later in the season. Any competitors found to have an illegal vehicle, or to have removed the seal after a scrutineer has applied it, will forfeit all Championship points gained to that time. All costs of scrutiny are the responsibility of the competitor. IT IS THE COMPETITORS RESPONSIBILITY TO PROVIDE PROOF OF ELIGIBILITY To avoid misunderstanding, competitors are advised to obtain a copy of the appropriate manufacturer's documentation as to the standard specification of the car. Under special circumstances, The Championship Secretary may authorise the use of an MSA scrutineer other than those stated.
The Panel of Stewards for the Championship will be chosen from any two of the following four: Esmor Jones, Mike Sones, Dave Lucas and the WAMC Chairman as the third Steward. In the event of the Chairman of the WAMC being unavailable, either Vice Chairman of the WAMC may act as the third Steward.

9.

Any member of a Welsh Association Club is eligible, provided that he or she (driver or navigator) has registered as a Championship entrant with the Championship Secretary and paid the registration fee of £15.00 prior to the closing date. | |||||||||||||||||||

10.
|
Registrations for the Championship will close after the completion of signing-on of the fifth Championship event to run. Points CANNOT be claimed retrospectively to Championship registration, or changed from one section to another. When registering, the competitor will be asked to nominate a club to which their points will be allocated for the year. Once nominated, a club cannot be changed. |

Competitors MUST state that they are Championship entrants on the entry form of each and every event, by quoting their registration number. In order to be eligible for points, competitors must sign on as Championship contenders at each event. A Championship Signing-On form will be at the start of each event. | |||||||||||||||||||

The Road Rally Championship is open to all competitors and will be run as an Overall Championship, with category awards for Expert, Semi-Expert and Novice Classes together with awards for Under -1400 cc Points will be awarded for every CHAMPIONSHIP finisher on the event as follows:-
and so on, down to the last placed CHAMPIONSHIP finisher. Championship Points will then be calculated from these scores. Category Points will be awarded in the same way. Championship bulletins will be issued throughout the year, showing current points standings. If a competitor feels that his points are incorrect, then please inform the Championship Secretary in writing, as soon as possible. |

14.

In the event of a tie between two or more competitors, the competitor who has gained the most points first will be deemed the Winner. | |||||||||||||||||||

15.
|
Final positions in class and total points will be issued within seven days of the results of the final event being issued. Competitors will then have ten days in which to query their scores. These results will then be deemed as correct, and under no circumstances will they be altered. | |||||||||||||||||||

16.
|
The MSA have issued a "Championship Registration
Number" for the Championship. The number is xxx/xxxx and must be included in any published regulations. |

17.

The Event Secretary MUST Consult the Championship Secretary prior to altering event dates. An event will automatically lose its Championship status for 2007, if there is a change of date after September 1st 2006, and until the Competitions Committee confirms the new date, or selected members of that Committee. |

18.
|
Please Include on your entry form, a section for both driver and navigator to state whether they are Championship contenders, and their registration numbers; which they MUST quote to be eligible to claim points. The fact that they are Championship Contenders must also be recorded alongside the competitors name on the entry list. | |||||||||||||||||||

19.
|
Contact the Association Noise Observer for your area. He will appoint a noise judge to attend your event. | |||||||||||||||||||

20.

Requirements of the Championship Secretary:- PLEASE ENSURE THAT A CORRECT LIST OF ACTUAL STARTERS IS SUPPLIED SO THAT CHAMPIONSHIP POINTS MAY BE CORRECTLY ALLOCATED a) Two sets of Regulations at the time of publication. |

Computerised address labels for each registered competitor will be sent to the Event/Entry Secretary, together with a signing-on form for Registered Championship contenders. Event Secretaries are requested to ensure that this form is signed by all Championship Contenders and returned to the Championship Secretary with a copy of the Final Results. | |||||||||||||||||||

WAMC Road Rally Championship rounds will be permitted to run with 90 entries at the discretion of the RLO for the relevant area. As the demand for entries means that some competitors cannot get an entry, then 35 places must be retained for Championship contenders until 28 days prior to the event. Please make every effort to accommodate Championship contenders. | |||||||||||||||||||

Applications for the inclusion of a qualifying event for 2008 must be made to the Championship Secretary by August 10th 2007 | |||||||||||||||||||

25.

The Stewards of the Championship reserve the right to impose a fine to a maximum of £25 for non-compliance with the above rules and regulations. | |||||||||||||||||||

SPECTATOR POINTS. Spectator points should be marshalled where possible, and should be in an area that has easy access, adequate parking and which causes the least amount of problems for the general public. The spectator points and routes to and from, will have to be well PR'd, and proof of this PR work will be required by the Rally Liaison Officer for that area, before authorisation will be given. Details of the points and the routes must be given to the relevant Police Authorities along with the Rally Route. Information to be given to spectators must include:- |

CONTROL BOARDS |

|
(a) | Organisers are advised, where possible to replace an unmanned control with a code board, which must have a maximum of 7 black digits, not less than three inches high which may be displayed in the form of a vehicle number plate, as per MSA Rules. The code board must face competitors and be situated on the left hand side of the road. | ||||||||||||||||||

(b) | Examples of all types of control boards to be used on the event must be displayed at signing-on for the duration of Scrutineering and signing-on. | ||||||||||||||||||

TIMING ON EVENTS Events may have more than one Section timed to the second in accordance with MSA regulations. These types of Rally section are defined for the benefit of Clubs by the MSA in Sections K and P of the Competitors Yearbook (Blue Book). This regulation applies to all road rallies. |

DRIVING STANDARDS OBSERVERS To avoid confusion when processing competitors timecards, it is recommended that if an appointed DSO is required to sign a competitors timecard, then he should sign the timecard for each competitor |

30.
|
DAMAGE TO VEHICLES Competitors' vehicles should be inspected at the finish of the event, to ensure that they have not incurred any damage on the event. If damage is present, then the competitor should be excluded. Damage is considered as being any tear or indentation exceeding two inches in depth occurring to the external surfaces of the coachwork or its accessories (excluding windscreen, windows, lamps and bumpers), above the horizontal plane of the road wheel centre. |
